Rental Property Requirements

Property Owner/Tenant

Property owners renting their home to a tenant are required to have a Rental Housing Business License and Inspection with the City of Hesperia. In addition, when the tenant requests water service, they will be required to include a Property Owner Acknowledgement form with their request.

Property Owner/Property Management Company

Property management companies operating on behalf of a property owner are required to include an Authorization of Agent to Act on Owner's Behalf form with their request for service. If renting the home, the property owner is required to have a Rental Housing Business License and Inspection with the City of Hesperia.

A business license is required for the property owner if renting the property, regardless if the water account is in the tenant’s or property management’s name.
