Discontinuation of Residential Water Service for Non-Payment

City of Hesperia Policy on the Discontinuation of Residential Water Service for Non-Payment Pursuant to SB 998

Joint Resolution No. 2020-02 & HWD 2020-01 was adopted by the City Council, acting as the Board of Directors, on January 7, 2020 to comply with Senate Bill 998. It was effective as of February 1, 2020 and established procedures for the administration of delinquent customer accounts, and policies for the shutoff of water for non-payment of past due amounts.

About Senate Bill 998 (SB 998)

SB 998 states that a customer must be at least 60 days delinquent in payment of a utility bill before a water provider may terminate services. This 60 day requirement before discontinuation of water service will apply to all Hesperia Water District residential customers.

What is SB 998?

The State of California adopted Senate Bill No. 998 on September 28, 2018 to establish by statute the Water Shutoff Protection Act (California Health and Safety Code Section 116900).

As an urban water supplier with more than 3,000 service connections, the Hesperia Water District is required to comply with the Water Shutoff Protection Act including adoption of a water shutoff policy for non-payment for residential users to become effective on or before February 1, 2020.
