Economic Development
The City of Hesperia is dedicated to fostering inclusive partnerships that drive sustainable and resilient economic growth. Our strategies focus on creating a strong investment climate, promoting industry and workforce diversity, expanding access to living-wage jobs, and enhancing the city’s unique quality of life.
The Economic Development division is responsible for:
- Business attraction, retention and expansion efforts
- Marketing and promotion
- Increasing the City's workforce and senior housing stock
- Real estate acquisitions and disposition
- Developing and administering the City's CDBG and Community Assistance Programs
- Formulating and implementing innovative, new incentive programs
- Orchestrating affordable housing development
- Facilitating the creation of new, living-wage jobs
- Grant writing, infrastructure development, workforce development, and other initiatives set forth in the Economic Development Action Plan
The Community Development Block Grant (CDBG) program is designed to provide decent, safe, and sanitary quality standards for housing, support the beautification of neighborhoods, provide needed public services, and improve economic opportunities for lower income persons within Hesperia.
By law, only 15% of the CDBG's total funding is allowed for the public service activities of nonprofit programs. The main objective of CDBG funding addresses the following components:
- Elimination of slums or blight
- Benefit low-to-moderate-income individuals
- Address other community needs having a particular urgency

The Community Assistance Program (CAP) is similar to the CDBG Public Service Program but will not be regulated by the Department of Housing and Urban Development (HUD). Instead, the City of Hesperia utilizes $50,000 in General Funds yearly to fund critical non-profit businesses located in the community. These funds are managed and administered by the Economic Development division.

The City of Hesperia’s Economic Development Division is tasked with driving commerce and encouraging economic growth. One of the many vehicles utilized to accomplish this is leveraging financial assistance programs aimed at promoting job creation, increasing property taxes, and generating sales tax.

The Economic Development Division develops, manages, and promotes programs and projects that improve the City's housing stock and provide affordable housing opportunities. Additionally, our team is charged with administering California Redevelopment Law (section 33334.2) on behalf of the Hesperia Community Redevelopment Agency. This means that our strategy is directed at enticing equitable private and public sector affordable housing investment without compromising the standards and identity of our community.
