Guiding & Defining City Development
A general plan is a comprehensive planning document that establishes goals and policies to guide decision-makers and the community toward its vision to create a better Hesperia for everyone. A general plan is also a long-term document, projecting conditions and needs 20 to 25 years into the future to inform and direct shorter-term decisions such as annual budgeting, improvements to public facilities, partnerships to spur economic growth, and investments to enhance safety.
Every city and county must adopt and periodically update a general plan per state law that addresses the topics of land use, housing, circulation (mobility), conservation, open space, noise, and safety, climate adaptation and resiliency, and environmental justice (these are commonly referred to as “elements”).
Under California law, every city and county must adopt and periodically update a general plan. By law, general plans must address the following key topics, also known as "elements":
- Land Use
- Housing
- Circulation (Mobility)
- Conservation
- Open Space
- Noise
- Safety
- Climate Adaptation and Resiliency
- Environmental Justice
At the core of Hesperia’s General Plan is a Citywide Land Use Map, supported by other maps, diagrams, goals, and policies that guide how the City should grow and evolve. Together, these tools help define how Hesperia delivers services, improves quality of life, and meets future needs for residents, businesses, and visitors.

General Plan Update 2024
The City of Hesperia is actively updating its General Plan to reflect current conditions, align with state mandates, and incorporate community priorities.
On July 15, 2025, the City Council adopted the updated Land Use Element and Health and Safety Element as part of the 2024 General Plan Update. The Circulation Element is still in development and will be presented to the Planning Commission and City Council at a later date.
