SolarAPP+
SolarAPP+, short for Solar Automated Permit Processing, is an online web portal that automates the plan review and process for issuing permits to qualified businesses or individuals to install code-compliant residential photovoltaic (PV) systems. Based on model building, electrical, and fire codes, SolarAPP automatically performs a compliance check on inputs supplied by the contractor to ensure the proposed system is safe and code compliant. Installation practices, workmanship, and adherence to the approved design are then verified by the City of Hesperia through the inspection process.
All contractors must obtain a City of Hesperia Business License and have a valid California State Contractors License to be eligible to submit an application through SolarAPP+.
Step 1: Launch SolarAPP+
- Click the link to be directed to the SolarAPP+ online web portal.
Step 2: Submit Project in SolarAPP+
- Register for or login to your SolarAPP+ account.
- Submit your project through SolarAPP+.
- Pay the SolarAPP+ processing fee and the applicable City of Hesperia fees.
- Download the approval documents.
Step 3: Receive City of Hesperia Permit
- Within 2 business days of the SolarAPP+ approval the applicant will receive a City of Hesperia issued permit with a permit number (AEXX-XXXXX).
Step 4: Request Inspection
- Request an inspection via the City's automated phone system by calling (760) 947-1300.
- Your Hesperia permit number (AEXX-XXXXX) will be required to schedule the inspection.
- Your SolarAPP+ plans, Hesperia issued permit, and job card are required to be present during your scheduled inspection(s).
- Photovoltaic projects over 15kW will require an additional roof mount inspection prior to installing the photovoltaic panels.
The City of Hesperia will accept SolarAPP+ approved designs for applications and permitting for residential only photovoltaic projects:
- Must be under 38kW
- No ground mount or ballasted systems
- Only residential rooftop installations
- No existing PV panels or existing battery storage
- Structure supporting the PV system may not be historic or located in a Historic Preservation District
- Structure supporting the PV system must be a legal, permitted, code compliant structure
